You can do that with Dynamic Paint in Blender 2.64.
Make a highly subdivided plane and add a particle system to it.
Put the particle system in Hair mode.
Activate the physics context and turn on Dynamic Paint.
Make the plane a canvas.
Now add a sphere to the scene and make the sphere a brush (also under physics context).
Move the brush over the plane to deploy object instances.
NOTE: Dynamic Paint will deploy whatever the particle system settings are. So you will have to add your particle instances to a groupd and place the particle system in Group mode.
