Transform orientation axes not working correctly in normal mode

Ever since Blender 2.73, the transform orientation axes in normal mode aren’t working correctly. They behave as if I’m in global mode instead. But it still works ok in Blender 2.72.

Anyone else have this problem?

Upon further investigation, the axes work properly when seen in the manipulator, but not when invoked via the keyboard.

When in normal mode, the the manipulator correctly shows the z axes facing the normal:


However, when invoked via the keyboard (combo: G,Z), the z axis points upward, not outward like it does with the manipulator:


Again, this behavior happens 2.73 onwards. In 2.72, using the keyboard will show the z axis pointing outwards along the normal.
