When I import a movie strip, the video start input is at minus infinity. The clip Im importing is a movie clip I exported eariler.

what version of Blender and does the clip load into VLC correctly? When importing try changing the start frame in the file browser window or try another build? Also your exported file could be corrupt somehow. Try building a timecode proxy (not necessarily the proxy itself).
