Is Blender capable of doing things like this?

This question may seem stupid, but i’m new to this field and i would like to start making graphics for my games. I want to make graphics like the ones shown in the pictures in my game and i don’t know if Blender is capable of doing something like that. Everything i’ve seen made in Blender looks nothing like these pictures. So is Blender able to create graphics like these or should i look for another software?
