problem on running blender2.77

I run blender2.77 by “administry” ,but it said"AL lib:<EE>updateDeviceparams:Railed to set 44100hz,got 48000hz instead".
And after this dialog, the speed of blender showing is slowly.

My notepc’s system is:
win7x86,2G ram,graphic card support openGL4.4.

Here I used blender-2.77-windows32.zip but not to use blender-2.77-windows32.msi.
I also want to know that blender2.77 should be run by “administry” in win7?

And the same problem is on other blender version.
