This vague question can mean a multitude of things. Please don’t rely on us having to guess what is in your mind. Show us what you are talking about. For support questions pelase ALWAYS supply a demo blend file as a very minimum

In the VSE you could add the video strip then create a circle mask shape in the UV Image editor. Then turn on mask modifier on the strip and select the newly created mask. Make sure to define the strip as using “alpha over” for blend type. You can add some other image or video underneath.
