Normaly a message is writed on screen and not a exception raised :

3 cases :
connection is down
server adress is wrong
the firewall block the connection
So you have to open a access to irc.freenode.net / 6667 for blender exec.
No, it's not my firewall. I tried setting Blender as an exception for my firewall, and that didn't work. I even tried shutting off my firewall completely. It's got to be something else.
Any other ideas?
