Stubbrn vertex in weight painting...

I’m doing weight painting on a character I rigged for the first time - learning. I have a problem with one vertex in the Toe.R group. I started with empty vertex groups and painted from scratch. Now in pose mode when I rotate Shin.L the offending vertex moves too, although it’s weight is 0 for Shin.L and 1 for Toe.R. I tried to paint over it with weight 0 and tried to fix it numerically, it still moves along with Shin.L. I’m attaching a screenshot and the blend file.

The vertex is not weighted to Shin.L but to Foot.L and Toe.L which both move when Shin.L is moved
