Weight Painting Issues and Multiple Armatures

Trying to rig up a pair of pants with a separate armature for each leg. I’m using the parent with automatic weights on both of the armature and it seems to be working rather neatly when i bend the knees, but as soon as i start messing with the hips things go rather amiss.

When i move one hip it moves the entire set of pants like it was parented fully to the bone instead of leaving the top or other leg in the same position,when i move the other hip the pants just seems to rotate strangely. Here is a image for reference,showing the weight painting on both legs compared to the armature.

Even when i set the weights to zero on the belt region it does little to help this issue. So is there something i am missing?
