Problem combining two render layers - Freestyle

I’m trying to render these two layers.
Layer 1 with a Freestyle and Layer 2 without.
I’m not sure why the merge doesn’t occur after both layers render.

Hoping someone in the community can give a pointer.

You have not told blender what to do with the separate layers once you have rendered them.
In the image editor render result you can select both of the two renders but you have nothing in the compositor to combine them
