vertex groups and particle settings

HI

I am trying to learn to add fur to a cat. I don’t understand what I’m doing wrong as I have created a vertex group and there is still hair outside the group. I don’t know if its helpful to see the pic attached with the settings in the panel. I would appreciate any help I can get. Thanks!

Towards the bottom of the Particles panel is a section labeled Vertex Groups with slots to enter vertex group names, each designated for a certain purpose. You want to list your vertex group in the slot marked Density. Be aware that any time the vertex group gets edited, it generally needs to be manually refreshed in this section.
