When it appears this XXX TODO in blender python Api page, it says it’s not yet implemented,
or it is not yet described in that page?
Example: bpy.types.panel.text
as that thing.

it’s normally just the wiki page… if you look at the scripts in blender, you’ll find quite some examples of the ‘todo’ api.
