Rigify problem

Rigify generated control bones do not bind to armature. How to fix this?

I think you confound the metarig and the deformation skeleton.
Just unhide the the last three bone layers (these are the deformation bones).
The metarig is just for positioning the whole bone structure and has nothing to do with deformation and controling…its useless after generating and you can delete it.
