(rigging/animation) Parts of mesh rotating which don't belong to assigned bone

I’m at a loss here ;( when I move one of my arm joints, a part of the hair and hips below also move with it
I’ve spent hours trying to figure this out myself, but I can’t find the problem.

Check your vertex weights for all bones.
For example bone.009 and bone.010 are affecting vertices in the area that you see is moving
