NURBS deform modifier.

As far as I know there is no NURBS deform modifier in Blender. I mean about modifier which would work in similar way to Curve modifier, except deforming would take place in 2 dimensions on the surface, not just on 1 dimensional curve.

Does anybody know why is the reason for that? Is it because of some design flaw in Blender internals which makes such modifier hard to implement? Or maybe nobody cared about it? Hmmm
