2 3D Cartoon models taken from photo and importable to Mixamo £50 each

Hey Everyone!

I need two characters taken from a photo and made in 3d in which can be imported into Mixamo for animation. My budget is none-existent however i can pull in around £50 for each character which isn’t alot but it’s better than nothing. I guess the style is very much like cartoony like the old Legend of Zelda / Maximo games.
