Help with blender output meeting youtube recommended specs

I use blender to add music, a slight blur effect, fade out etc to my fractal zoom videos -

I work with 1080p 60fps, and have a horrendous time with youtube re-encoding the videos. Granted a fractal video is going to push things to the limit…

So my question is, how exactly can I use the blender export settings to meet these requirements:

I’m a little confused by the H.264 settings in particular… Audio I understand… No matter what I do, youtube re-encodes anyway, and maybe there is no way around that, but what would the correct settings be to at least meet the highest quality for 4K 60fps for example? Or 1080 60fps?
