isolating part of a mesh from cloth simulation

Good afternoon,

I have a character with a jacket. I applied cloth simulation, but I would like to isolate the flap from the whole effect, if that makes sense. I would like that part of the jacket not to go down when simulation is performed. I’ve done a vertex group with the flap faces and put them in the stiffness parameter, but it doesn’t give me a good result.

Any clues would be helpful.

You appear to have done what I am trying to do. I have a jacket on a character that keeps falling away or deforms terribly when I either weight paint or pin with a cloth modifier. I wonder if you might explain the process you go through to achieve the result. Thank you so much.
