install blender as python api

Hi, i look for install blender as Python API. i follow this tutorial https://wiki.blender.org/index.php/Dev:Doc/Building_Blender/Windows/MinGW/CMake
but i had a problem when i build Blender with MinGW and CMake on windows.
can you help me to install it with an example or a tutorial?

The top of your linked page has this:

MinGW is currently unsupported, while there is some effort to get it working again, at the moment MinGW builds fail to start!

I’d say that’s your problem right there.
