This is what I started with:

The idea is to have eyes follow target while target is in the view cone, so to speak, and then rotate neck (something like Damp Track constraint) when target is out of the view cone. Alternatively when rotating neck, eyes should stay on target.
Has anyone done something like that before? Can someone please help me out with this rig?
