Question about particles in Arnold

I saw this 250.000.000 particles animated Mandelbulb Render with Arnold

It says

Mandelbulbs are the 3D equivalent of the famous Mandelbrot set, and therefore form fractals in the space. Gonzalez said in comments to the video rendering was done using LWtoA a plugin in bridging the gap between LightWave and Arnold. The rendering was done in x8 speed: each final frame consists of 8 images whose average is calculated, the goal is to avoid flicker (flickering). He also gave some details on the forum Luxology and Newtek : The procedure object is generated using a dll in Arnold. Particles are calculated at render time, only the parameters in LightWave and the bounding box are visible. Is it possible to create such sets in Blender using particles ? What is deeper logic behind this and how is Arnold rendering this with particles ?
