NASA’s opensource agreement is not gpl compatible – https://www.gnu.org/licenses/license-list.html#NASA
Check the software uses NASA’s license first, IIRC they’re moving to more widely accepted licenses for all their new code.
Several years ago, NASA has already helped to improve the Blender - https://lists.blender.org/pipermail/bf-committers/2013-June/040873.html. Can help again than, if they still use Blender, and not trade it for anything else.
