Can you rotate particle hair strands?

I’m trying to make a spiky-look hairstyle using just the particle hair path system in Cycles. As you can see on the screenshot below, I’m having an issue with a spike that stands up on the head - there is too much space between the hairs. The other spikes I made that are flat on the head are fine, so I would avoid changing any particle settings if possible.

When I just add a new strand, it’s round. The problem starts when I then comb it into shape. As I comb, it flattens the rendered hair and ends up looking like the first screenshot. If I try and rotate the actual curve, it just messes it up. Is there a way to keep the round look of the hair even when combing it?
