adding hair particles clumps hair to origin

So I’ve been experimenting here and there with Blender 2.78’s Hair simulation and encountered this weird bug. everytime I tap into particle edit and try to add a new hair strand, instead of placing a new strand of hair on the geometry, it clumps it all together into a ball in the origin of the mesh and I’m not sure why. I’m not sure if this is a bug in blender or if this can be fixed but any help with this would be much appreciated. Thank you very much.
