Help me!

I am learning how to animate and I have the bones and they are parented to the mesh and Ive even went back and tried to name the vertices and the bones so they match but no matter what i do my mesh wont deform! It wont even let me weight paint and when I go to parent it only gives me the options to 1. parent to object 2. parent to object keep transformation. I honestly have no idea what to do! Please help! (Dont know if this makes a difference but he already has texture)

You’re almost there, just select Pablo then shift-select the armature, and do Ctrl-P. The mesh is parented to the armature. Not the other way around.
