Export Armature FBXNode Type

Thought I would ask here before I report this as a bug cause I am really not sure what this setting is suppose to do. I assume that setting the option to Root would substitute the empty that Blender would usually place at the top of the armature with a root bone. However no matter what I set this to the armature always has a empty at the top of the hierarchy (see Maya screen grab). Any insight would be appreciated.
