Blur 2D Objects

I am making a 2D animation. Is there a way to blur the elements?
I could use DOF. But, I am using depth for layering and effects. Also, I don’t know how well DOF will work.
If DOF works and is the only way, I could make the depth for effects insignificant compared to the depth for blurring.

I was wonder if anyone in the community as any insights for a better method, like a method that would also work for elements in a 3D scene.

You can blur in the compositor, but without somehow using a depth pass to control the blur, it will look like a blurry image rather than a stack of blurry elements. Not sure because I can’t see just what you’re trying to do, AND I’ve never done it myself. Just throwing out ideas.
