Texture that follows the velocity field

Hi everybody,
I’m new here.
I have a mesh with triangular faces and at the center of each face I have a speed value (velocity field defined as velocity vectors xy). My goal is to create water ripples consistent with the calculated velocity. These values ​​are saved in a text file. The resulting texture will be used as a normal map. I know the best way is a Python script, but I do not have enough experience in this :(. Can you give me some suggestion?
