Tips for achieving a pixel art look

I am looking for any tips and tricks to achieve render models so that they look like 16-bit era sprites (target resolution is 16x16 to 64x64). Currently the best results I have are by rendering at 4x the target resolution, scaling the image down, pixelating the image, and putting a .5 threshold on the alpha to sharpen the Freestyle lines. I’m sure some of there are some tips for modeling and texturing at such low resolutions, but I can’t find anything. Any help would be appreciated.

I should have mentioned, one of the things I think would really help is being able to outline major features (like the horns of the dragon). I tried to do this by adding a freestyle edge set that was set to and and had silhouette and edge marks checked, but that did not outline all of the horn, just the tips.
