I’m not sure you can do this in the compositor. However, there are a couple of addons for lens flares that might provide what you’re looking for.
Flares Wizard by Monamie (works only with Cycles) and,
Optical Flares by CGVirusI think these might help you. Flares Wizard helps me out a lot. Oh, and if you’re getting black artifacts with these, and you already have the maximum amount of Cycles transparency bounces, just scale the camera up until they’re gone. The flare elements are part of a rig bound to the camera. Hope I’ve helped!
