"Combing" faces in a mesh

Hi,
I have a mesh generated from a cloth simulation and I’d like to slightly adjust some parts of it as you would in real life, by “pulling” it around. I don’t need it to behave like cloth any more, of course (unless I can do that which would be awesome!), I’ll just modify by eye. I think I need something like the “comb” in particle effects, but for a mesh. i.e. it moves the faces but doesn’t distort them. Is that possible?

you can apply cloth modifier and use sculpt mode or proportional edit.also you can attach an empty(hook) to vertices,animate the empty and do cloth sim.(it is like picking cloth and moving it,but not in realtime)
