it wont let me turn off my hair layers or even let me edit then anymore :(.

have you accidentally duplicated the object which would mean double particles?
what if you delete the particle systems entirely not just hiding them?

Nvm i solved it i just copy hole file in to new blender an it fix itself o.o idk why
