I usually have each wheel as separate objects and I animate them inside Unity. This process is beginning to tire me as I have to assigns script to each wheel for them to rotate.I have done rigging and animation on characters but not tanks.The tracks are just moving textures so no problem on them I just have to add cloth effect to the tracks and some paralax shading.
