More control on hair stiffness?

Hello,
I’m new to particles in Blender, and I’m experimenting and making some grass fields with Wind,
And I wonder if there is a way to have more control over stiffness value (and maybe any other value in Blender),

Is there is a way to make the base more stiffy and let the wind has more effect on the tips?

What about weight maps, or using textures, Is there is a way to make stiffness value read from a texture (like a Blend/Ramp) the same way we can do with some modifiers?

Wondering if you ever found a solution to use textures for Stiffness. I have a lot of texture masks made and I want to drive very stiff in certain areas and less stiff in other areas. I was using Unity for VFX visualization renders which relied heavily on texture masks, trying to convert some characters over to Blender Eevee.

I have tried using the Texture Slots into Gravity and Velocity with no Luck. I started looking into a Python solution, but I am new to python scripting.
