Detail flood fill is not changing detail level of entire mesh.

I have a sculpt of some armor I’m trying to make for a characcter and I’ve never ran into a time when detail flood fill doesn’t work like it should.

It’s only changing the detail on the very bottom part. I have it set to subdivide and collapse and I don’t have any masking going on.

Can someone explain why only the very bottom vertices are being changed according to my resolution settings? (The last picture shows before changed and the other two show going up and down in detail)
