blender 2.79 scaling (most current version)

i tired object scaling but it didnt work, is there a key combo change ? (it did work in mesh edit but not object)

Works for me (Windows 10 x64).

While we’re at it, what does that button really do? I mean, what’s it’s purpose? What is it meant to be used for?

In over 10 years of using Blender, I’ve acciddentally clicked that button a few times, on the first occasion it gave me serious headaches for a while, till I figured what had happend, later I usually realizued it quicker.
But still, I never got what it’s for, and the tooltip doesn’t make it any clearer (to me).

The way it works is it is not actually scaling or rotating the object. But applying the result of a rotation or scaling to the object center.

A great example is a Farris wheel.

If you rotate from the wheel center, the chair’s centers do not rotate but the result is applied to transform on Location only, in a circular fashion around the pivot center.

You don’t notice it usually unless your center of rotation is off of the object.

So the same applies to scaling. It will scale the positions in or out from the pivot center. If that is the same as the object of course you won’t see a result.
