Any idea to do a mesh like this? (Modeling or Sculpture and how?)

I tried everything to do this mesh but this one is very clean and soft and with sculpture I cannot reach that perfection. Can anyone help me?

from sculpted model you need to retopo it with some cleaner mesh topo!
