There’s 1 vertex in his groin that I can’t get assigned or
unassigned, is this a blender thing or a mesh thing? I ran
this guy through Max’s mesh OK? check, welded all the verts,
etc.

You have alot of duplicate vertice. This can happen when you import models from other applications; also when importing .dxf models.
Select all the vertice in Edit mode and then press [w] > Remove Doubles.
If you check your model again, you will see in the groin area, that the one troublesome vertex is still not connected to the mesh. So snap the 3DCursor to the vertex where it belongs (select the vertex and press Shift_s > Cursor to Selected), then Shift_select the unconnected vertex (ie. both vertice should now be selected) and press Merge Alt_m > at Cursor. (You should get a ‘1 vertex deleted’ message).
Another option would be to increase the ‘Remove Double’s’ limit in the Edit Buttons window [F9] / Mesh Tools panel.
