As you can see the dark zones should be 0 specularity, but they are still very eccentric.

Try a different Blend mode instead of Mix see if that makes any improvement

No, the dark zones will inherit whatever specularity your base material has, since you are mixing in a specularity of 1.0 with zero weight. Set that base material specularity to 0.0, and the map should work as you expect.
