2.78 problems user preferences ?

anyone got this problems on Win 10 - 64 bits

I cannot get user preferences window to appear

not from the file menu or from the Ctrl-alt - U

how to correct this ?

Is it possible that it’s open but just off the screen? If you look in the task bar at the bottom of the screen does it show an icon for the window? If you have multiple monitors, you might try turning all of them off except for your main monitor. Then either restart Blender or reboot and see what happens. I occasionally get a window open off the screen and pressing Alt-Space opens the system window where I can select Move. I’m not sure this will work with Blender.

I just re instal the latest release from Bl site
and seems to work much better now

but still having one or 2 files with this problem and I did a bug report
will check what happen with this report
