2D-scale: Where is the button?

Problem: E.g. Cylinder in top view. Is there a way to simultaniously scale the x- and y-axis without the z-Axis ?

(I know the middle mouse button function for 1D scaling
I know the N button function, but I dont like menues)

scale on all three axis, than rescale only on the Z axis

or

scale on the X axis, then scale on the Y axis

there’s not other way.
