There is difference between regular gizmo and 3d cursor.
3d cursor also doesn’t exist in 3ds Max, but it have things like Working Pivot which works as alternative to object pivot just like oh surprise 3d cursor. Removing 3d cursor only means that it will have to be replaced by alternatives for every specific situation or tool where 3d cursors is or can be used…
There is CAD Like transform
Thru if you want to snap lets say from vert on object A to vert on object B in object mode it’s same number of steps as with 3d cursor.
