Can we have the 4 HYDRAULICS move the GREEN plate up n down on all four corners n have all 4 the HYDRAULICS work independently but do correctly ?

Yes. It’s very simple to do. Please supply a demo blend for support questions.
There are at least two ways, either IK chains or Stretch To bone constraints, either method is easy to build. As DanPro says, post a sample blend file and we will direct it for you. Remember that in this model you move the plate to animate it, this drives the cylinders, the exact opposite of real life, hence “Inverse Kinematics”. Either way this should be done with an armature.

You sure are.
Here is a quick demo. Three bones to animate, bluebase, greenbase, and the root.
All other bones are on armature layer two for clarity. Animators don’t need to use these bones. Simple set up with damped track constraints. Four bones parented to the green and blue base bones for the pistons and cylinders, and eight targets. (You might need wire frame view to see them. Hotkey Z)

I’m venturing off on my own and was thinking of characters I’d like to make.
I was just making sure mechs with hydraulics rigs are possible .
I’m sure I will have a lot of rigging questions for the characters
