Two questions:
Can I make the flow of time non-linear for a certain action, where
all others remain in the non deformed continuum of time and space
with the usage of blender instead of a quantum singularity ?
Is there a way to group certain NLA-stripes together to build a new one
where others, partly refering to the same actions remain ungrouped ?

IF I understand you correctly then it is generally/sometimes/mostly/always possible to add a TIME IPO to a given object and set this IPO to whatever curve-type you wish. This affects this object’s animation in the space-time continuum but should leave other objects happily rolling along in their own parallel universe.
I didnt know anything about a time IPO before !!! Will try to carry one of
those in my magnetic bottle to work tomorrow morning…may be I wiil be able to go home early,when others believe to think, I had gone later…just a matter of time and relativity. Einstein was ok…but he didnt know Blender !!! Hahahaha !
Just to switch back to my scattered knowledge of what is
“common English”:
I apply a time IPO to an object therefore all attached IPOs/Action will
jump a little nearer to the event horizon.
Hmmm…another way just to tear only ONE IPO of an object towards
the singularity ?

As far as I know, TIME IPO affects the whole Object animation (all its IPOs). But to slow down or speed up just one IPO, just select that IPO and stretch or squash it.
Now, if you have six IPOs and only want to change four of them, this would be a painful way to do it but what you could possibly do there is have those IPOs act on an empty instead of the object then have the object copy the empty whilst still having the other two IPOs doing whatever they’re supposed to do.
One really nice thing with the TIME IPO is that you can actually make time go in reverse by turning the curve downward. Einstein would have had a ball!.
You can also use two time ipos on two different scenes and then put them together in the sequencer or composite them together with the Z position compositor node.
