A question about the interface

I have read several tutorials and i have noticed all the menu’s in blender are black and transparent

eg

And i was wondering how you do that as it is just grey for me.

When i restart blender it reverts right back tot he default theme, How do i make the rounded theme the default?

File->Save Default Settings. However, be warned that this means that Blender will start exactly as you see it at the moment you do this - so this includes models and things like that!

The startup file is to be found at C:\Documents and Settings~yourusername~\Application Data\Blender Foundation\Blender.blender, or at C:\Program Files\Blender Foundation\Blender.blender, depending on how you installed Blender, presuming you’re in Windows. If you accidentally mess up your startup file, simply delete it, and it’ll be made again when you next start Blender, as the original default!

to answer your second edit, you save defaults by pressing Ctrl+U.
