There is a time out and a collect rate set of sliders. What is this all about?

Well, from the tooltips, this is what I gather.

Time out: the time it will take, after the last access of GL textures, to free the allocated textures. If you set it to 0, the textures seen in the 3D window will always remain on memory.
Collect rate: time between each run of the texture garbage collector, which will remove unneeded texture data from memory. This is different from the above, as that one will flush all texture data (meaning it will have to be generated and allocated again if you switch to a textured view), and this one will make sure only what’s needed is kept, especially if you switch to textured views often.
