Action Constraint Angles

Can someone explain to me how, exactly, the Action constraint actually calculates the angle of the target bone? There’s no logical way that I’ve been able to get it to do anything, so far. I could post a .blend, if you liked, but if there’s just any reference somewhere you could link to, that’d be nice.

I should mention, by the way, that I have checked the wiki and that the Action Constraint part of the constraints BSoD is in the state of ‘more will be added’, and has probably been more or less abandoned, because it’s been that way since it was released.
