Action doesn`t rotate a bone

Hello, i have a action imported with an armature that run perfect on it, but when i try to reuse it on an other armature with the same bone names, no constraints and no drivers, it dosen`t rotate the shouldrs bones, here is a example, as you can see the red one is the original and the other one have worng arms position due to the shoulders doesn t rotate, even if i try to move the keyframes in the graph editor, i can rotate any bones but not the shoulders.

after 2 days of throubling i resolved 5 min after posting the question here, the problem was that the shoelders bones didnt have quatermion transform:
