Actor in game physics not recorded to ipo

Basically I’m trying to simulate a marble traveling down through some gutters and then it comes to a paddle wheel which in turn flips the ball into a cone. The thing is, the ball gets recorded to an ipo, but the paddle wheel does not. I set up the paddle wheel with the sensors/controllers/actuators to rotate continuously throughout the sim.

How do I get the paddle wheel to record its rotation to an ipo?
