add image over a video with video editor

I have rendered a video out in H.264. Now i want to put our company logo over it. The logo is a .PNG at the same size as the video output. The logo is mostly transparent in the center obviously so you can see the video behind it, with some designs and text in the corners.

Is it possible to put a transparent .png overtop of a video in that way using blender’s video sequence editor?

Of course. In the VSE, import the image and place it on top of the video sequence. Then stretch the image strip so it fits the video sequence.
